Outpost and all other buildings are at max level except few turrets and warehouses that are one level down from max (upgrading).
Defense: all turrets are equipped with highest damage making equipment. All portals (gates) are top level with top equipment. Defender ships at top level: 2 "Ironhides" and 3 "Badgers".
Fleets: there are all possible fleets from last few years - 80 ships in dock and 97 older ships in storage. All ships are equipped with top equipment, guns and equipment are from limited series. Fleet of "Swallowtails" for current Raid is equipped with guns from limited series, fully upgraded except last upgrade (in progress). Conqueror fleets include 11 ships: "Mutator", "Skysabers", "Exterminators" and "Abominations".
