All characters unlock except Aaron, all at level 20 and at least 4 stars. My level is 58 the most part of buildings at high level. For who really knows well the game the council 21 requires you jump from level 51 to 59 so the hard part its passed just need to upgrade more two buildings and you ll be able to upgrade characters to 21. I have 1000 in gold and 250 radios. The first best team are daryl, michone, carl, glenn, rosita and negan. Second is sasha,jesus,rick,carol,governor and morgan. The most part of characters have all badges circles. At the moment the gas number for missions unlocked is 25, all junk from terrain are removed, the main quests are done just the 2 last not finished in nightmare mode, the last need more 3 and the other need the last one.
