    SO ALL YOU NEED TO DO IS UPGRADE HALL OF WAR AND YOU SHOULD HAVE T4

    3 Orange officers
    Still have millions of resources and tons of speedups.
    Big players here are Americans, so you don't need to worry about Chinese.
    Very peaceful zone and no war at all.
