    shipyard is at level 25 have a couple more buildings to go for lvl 26 for horizon. Kumari is unlocked at tier 2 with just the cargo bay to go for tier 3. I am in the US and I do not know my server number. But I can look to see how to find it for you if you’d like.

    From my understanding it is handled between seller and buyer with help through the website.
