Many limited time costume sets, as well as "order of the hawk" 7k costume package. Almost all important characters are maxed out. Of the new special heroes, Amelia, and Mercure, and Kyle are about 2 or 3 there away from max lvl (46). If not mentioned, probably already maxed.
