    what? pbe signups are closed, that means the pbe accounts will be rare, with pbe account u test things out before they will be released in the live servers, or you could just play there with all free skins and champions + runes if u want. check ebay, 20 euros is cheap for pbe account, usually they cost more than 40 and increase every day.
